Tao Sutra III
Just as all earthbound creatures,
even those in flight,
are subject to its gravity,
so too are man-made laws,
even the most "liberal,"
under the jurisdiction of the Tao.

Tao is not an operative, it does not adjudicate..
Tao is not a 'Law', but 'Law' represents Tao..
Tao, in Chinese, means path, trail , road, 'way',
As in the 'way' things 'are'..
The 'way' we travel the path, and..
the 'way' we make new paths..
Tao doesn't define anything..
It is that which IS everything..

Yes! Everything you say is true. The sutra is METAPHOR, of course, not intended to be interpreted or debated intellectually, but acknowledged vibrationally and intuitively through the love that flowed through the author when it was created, my friend.
