you'd been "made homeless" for some reason, and that would make your
home the whole world. for you to become more "natural" seems only natural.
the need to keep up appearances wouldn't really exist for you anymore
in that scenario. you weren't obligated to fit in to the society which had
disenfranchised you. the dream may have been pointing out that some of
your thinking/behavior (perhaps self-censorship?) isn't necessary; you can
let your hair grow out, as nature has made you.

I don't understand why you would wish to shave your legs if you were homeless. Wouldn't hairy legs help to keep you warmer through the cold winter tights ... I mean, nights!
