The best way for me is through meditation. If you're having difficulty communicating you may need to higher your vibration and work on your heart chakra

You gota find your inner power and open them up! then mediatate and wait for a sign. it will show up if you are ready for it, Hope that helps, and also always remian receptive to spirit guides, they are always there for you! much love. :)

Make contact with high rank spirits (as you call angels) good question!
Lets make an analogy: you are a auto mechanic, and you would like to talk with development director from GM about aerodynamic drag coefficient from model x that can be improved by 10% the efficiency due to some aerodynamic change you made.
Probably his secretary will ask you to send your suggestion in writing for analisys.
You can try to contact Aerodinamic Manager, may be you can talk with him briefly and he will pass you to one aerodinamic analist talk with you. Or the secretary will divert you directly to the analist.
The analist after talking with you and considering valuable your suggestion will ask you to send your matterial, he will analyse, if it proves reliable and solid sound he will send an email to the manager with copy for the development director with his observations about your changes.
Pse note that all above only will happen if the subject is real valid thing to pay atention and dedicate some hours for it.
That is, in a very simple analogy, what happens when you would like to talk with "angels". What is the relevance of the subject, worth the time to hear and consider?
Pse be humble and try contact "analists" they are closer to us and have time to spend with you, that is their jobs.
Pse be sure all the chain of comunication will be aware of your case, but it will not be the CEO will help you! He has more important things to do!
