This is the questions which you should ask yourself:

Are you Spiritual or Human/material/body ?

If you are Human, these things are perfectly possible, but you won't experience anything of them if you do not hold a belief in it.

If you are Spiritual, then whatever you see, you are able to change/heal/undo. If you experience them in your immediate bodily environment, then you are there (as spiritual) to heal it. Far environment such as through media, papers etc are there to uphold the belief in goodness of God, where such things are not imaginable.
It is here where the "Reality is in the eye of the beholder" fits perfectly.

And even the decision to be a material body is a Spiritual seeing of it.

If you are spiritual, then you will understand that everything what happens started first as a thought. A thought that something is possible, which God created not.

How ? : Change the world by changing the thought.

While you are watching the devastation, be still, say something like "Nobody can undo God's perfect handiwork", and look silently on it. Make it useful to the Holy Spirit by not feeding it with hate/fear. Look on it with the knowingness that this may be a useful lesson. To do this is your work, the rest is upon God.

Note : After having studied Gddafi's Life , I find the allegation of he being tyrant does not seem to be right. So I withdraw his name from the thread.

the golden rule provides the remedy to the illness:

for this sums up the Law and the Prophets." ~ Matthew 7:12

Though the solution for crime free world is not as simple as you think , I agree with you. You should also add what Christ said , 'As you sow so shall you reap'

Hello

You might not come off the street and commit a crime in a police station but that does not mean that the police station is not maybe riddled with internal crime. It is a great place to hide under the radar so to speak.

We are all born with that component in us to not be the best foot forwards person. We all have done something in our lifetime that is bad. At times sadly the badge goes to that power trip.

Dan hello...nicely said At the higher level, I generally agree with this first bit above....
I would just add the following small bit, for my part...

Agreed...we can always centre and reflect and offer our intention to support the highest good of all...this is a universal approach to essentially any situation, so that we may gain perspective on how to best contribute or manifest further intent, thought, word and deed which is right aligned with authentic love (highest good) for self and others.

To do this is your work, the rest is upon God.
I would probably just say...this is your work. And mine. And it is all humanity's work. And it is the work of all that is...And of All That Is.

Peace & blessings
