Smiling and frowning represents the duality, they are opposite ends and you can't avoid having the other, you get to experience both. If they are balanced in you all the time it means you are neutral, neither sad nor happy. But that cannot happen all the time becuse life is not like that.

If by normal you mean corresponding the social norms of your community then it's within sight of normal. Others smile when they encounter a friend or beloved or are given a gift or if the bloke at the sales counter is a bit of a dish
but it would be abnormal not to smile at something you find funny.
