My 'sunny snowy' optimum personal weather is probably based on living in a northern climate, in a country which gets too much rain....

Balance isn't it? Always about balance... Knowing when to eat moderately versus overeating and feeling guily, eating bad foods versus eatung healthy foods, lack of exercise versus exercising consistently, knowing when to enjoy versus knowing when to stop enjoying, knowing when to consume (take energy in) versus stop consuming and start creating (expend energy back) etc.
This is very hard to maintain because it's tempting to go astray. It's all about self-mastery...
"It may be that the human race is not ready for freedom. The air of liberty may be too rarified for us to breathe. Certainly I wouldn't be writing this book, on this subject, if living with freedom were easy. The paradox seems to be, as Socrates demonstrated long ago, that the truly free individual is free only to the extent of his own self-mastery. While those who will not govern themselves are condemned to find masters to govern over them." - Steven Pressfield

Yes, I agree, weather can affect people's mood. I'm an example, when it's rainy - I'm very lazy, want to sleep a lot, when sunny - have a lot of energy.

I've lived both in a very sunny country and in the UK, and I actually experienced both things... I used to LOVE cloudy days, they gave me good mood, but it turns out after spending time in a more rainy weather, the opposite happens. you can't imagine how much you can crave seeing the sun. I think the absolute key is to learn somehow to appreciate whatever weather we have. You have to love it just as it is in that moment. It's difficult, but telling yourself you love it over and over again can help... you create your reality.
