I have a feeling that the tao cannot become stuck since she is a moving river but how can does the tao deal with fear?

Becomes the good, let go of the bad.
Even within the good there can be bad, yet, still letting go of it.
Same goes to bad, even evil has goodness, grab and nurture it, then the good within the evil blossoms.

Can the tao understand names/labels? Can the unnamable understand a concept?

I would think that the tao experiences the pure reality of what is, and would need to create beings such as us to comprehend fear.

Only humanbeings use names and labels.
The rest of creation doesn't and is more in balance than humans.

Surely the tao can understand names and labels, the tao is also intelligence and understanding.
But the tao prefers not to use them.

using names is like putting things in boxes. Some things don't fit neatly in one box, but really span multiple boxes, but you force yourself to select one box for it and then live with the wrong name. Sometimes you put things in the wrong box and then you have to live with it because there is no allowance for rearranging the names into new boxes after the fact. Other things outgrow their boxes eventually but you want to keep them where they 'belong' regardless that they are living growing things with needs other than the ones you have grown accustomed to them having. And so forth.

Considerations like this are why the Tao Te Ching starts out with an expose on the difference between the name of a thing and the 'subtleties' that you see when you look at things sans names.

it is also hope and certainty and unknowing
it sees none of these as good or bad
