A little back ground....this person really liked the other person for a long time (a year)
but the other was caught up in real obligations and loyalty, also...had reservations about that persons maturity level.
The person who was liked, moved away, not real far, but far enough...and never tried to show any emotion towards the other person, but it seems like their was possibly a past life connection. However, as much as the other person tried and wanted the others attention, they did not give in. Now the other person, who was tied up...did a reading and this is what they got for the person who cared for them.

Moon could mean maternal instinct or feelings of deep emotion triggered from the past. It is more than what meet the eye right now at a single point in time. It has various sub conscious and unconscious factors stemming from past life. So the person sees another as something more than they themselves could clearly explain, a feeling of longing from past. Four of wands is a confident recognition of a connection and what feels as selfless is because a connection has already been established with them on a strong level. This could also mean marriage in the spiritual sense.
Page of wands could mean children, or developing/ teenage children, career and other material aspects of life coming from family or desires and ambition of self. The Emperor could mean following established customs, norms or traditions by family. So even if there was a connection, one has to follow the conventions to keep everyone happy.

Moon I would look at as stored emotional energy, deep subconscious emotions the person has for the other. Think like a grudge that rises to the surface when provoked. Seems typical if people are no longer in contacts and moved on but you got the 'what if' or 'could have been'. 4 of wands leans towards emotions of 'harmonious and happiness', so this is how they feel about them, an established connection as angelic stated earlier. Page of wands I feel is breaking the communication block, someone needs to reach out be a call or email. Ending with the emperor, I feel this about taking responsibility and initiative of the situation. What is the responsible thing to do? Emperor is the leader and he knows how to blueprint his conquest. I also feel Emperor can also be about taking everyone into account in the situation too, for example if they have a partner like a husband. Well, than that is what stands in the way. Emperor/Empress do pop up with married folk. So those are two possible outcomes for Emperor

I'm not following who's who regarding the question, but here's my take on the cards FWIW…

How someone sees you - - Moon -- moody - emotions wax and wane like the moon. Secretive - showing a reflection of yourself - hiding who you really are or feeling that the "true you" only comes out under certain conditions.

How they feel - 4 of Wands - thrilled, excited and surprised. They didn't expect these feelings and didn't want them to change.

What stands between you (and the other person?) - Page of Wands - immaturity and lack of experience. This situation is something new for you, and quite possibly, new to the other person as well.

Outcome - Emporer - Order and regulation. Looks like someone who has the authority to do so will take control of the situation…could be the person has decided for themselves that it is better to abide by rules they agreed to and/or are living under.
