Strange....I don't always find them, but today I found a small Barn Owl feather while in the woods. It looked so much like your picture, but also some lighter brown markings in between the darker bars. So ever-so-slightly different I guess.
The shower of small white feathers that floated from above when you were in UK might have been from pigeons? "Ring Doves" we call them. They get into arguments or mating-dances in overhead branches, and thrash about up there! LOL. Showers of little fluffy white feathers usually come down as they can be pretty clumsy. haha

How unusual! Lol at the pidgeons! That's just ruined that experience for me haha!

The first thing that caught my eye was the orange-red feather shaft. That's distinctive of a Flicker, and I'm fairly certain that's what it is. I have a couple pictures I attached for reference.

Oh, good spot!!! The pattern on the feather I found is ever so slightly different, and the colour isn't quite the same, but yes, the shaft is orange-red. I don't know enough about birds to say exactly what its from, but yes, it is very similar to what you've posted. Thanks :)
