I have been rereading Michael Newton's book, "Journey of Souls", it does answer this question indirectly although not specifically. The question is never asked by the author, Michael Newton, but is answered by Michael Newton's clients during a regression through hypnosis. The first client states that he was trying to convince his guide (who identifies as a female) that she should reincarnate with him into a lifetime so that he could benefit directly from her knowledge and wisdom. She was not convinced of this and stated she'd think about it. He tried to convince her by describing the CURRENT TIME ERA OF EARTH. This implies that Earth is set in a PRESENT time era, which means you cannot reincarnate into a past era, although, in theory, you could wait for a future era to come about.

Another client talking about his current life and why and how he chose his current life. He hadn't reincarnated for a while and needed to reincarnate but wanted to see what era it was on Earth before making his decision. This soul expressed surprise when he saw how modern New York City (1938) had become since his last death in 1899. He pondered how such an era would benefit him. This was his choice as that was the time frame he would have to choose because the Earth was at that particular time was in the year 1938.

So it would appear the planet Earth is set in a specific time that progresses year by year. You can't choose a past time era nor choose a future era unless you can wait. However, that may be assuming which dimension we are currently living as Michael Newton's clients, while regressed, do speak of life on other planets as well as the unknown realms of other dimensions. Most clients while under hypnosis could not speak with knowledge of these other dimensions because few have ever seen or spoken with beings from other dimensions and none had personally experienced other dimensions.

Cancer treatment is still pretty barbaric. Yes, pharmaceuticals are coming up with new drugs to destroy cancer cells (usually with bad side-effects) and people are living longer, but medical science is a long way from understanding cancer and how to treat cancer using natural methods.
