As a leader or king he already would have been upper class (or at least worked his way up, but I feel he was not poor).
Seemed to have had a certain sense of justice. Cared for the poor. EDIT: Not necessarily cared for the poor, but there was something he considered to be not fair what most people of his time did not think of. Was involved in making new laws maybe.

Well, looks like it was someone looking to expand their empire. The King combined with the other attributes, sounds like he was a noble, grounded, protective leader. Meant well for his peole, territorial wise. I got six of swords to describe this leader so it's showing me there was movement in water/traveling, or at least there was activity around their land surrounded by water which two of wands show's me this as well.

I just got an echo that said sppppparrrtttaaa Julius Caesar comes to mind...? However, if this does not ring true, Is this person in the Europe/Greko-Romania territory?

Not only solid weapons, but also something else. Probably both. When using words or money or what ever else, he did so in an aggressive manner. No compromises.

To make his country/city/state/... the realm of his dreams, what he (and maybe some others of his time and place) would have seen as the ideal realm to live in.

Erm... something that happened fast. Maybe abrupt endings of his relationships? Either he did not hesitate to end an relationship immediately or people close to him found sudden, tragic ends. I see fire here, a certain passion? Maybe his love was a fiery, but short-termed one? Also could be true for friendships and alliances.

From the names I was thinking of and are famous enough, one was mentioned by Clover, and the rest doesn't make sense with the 7 of Wands.
