Whoever wrote that, Garab Dorje, who whoever, is wrong. Wiki says Garab is "semi historical" so there is doubt there was actually a person named that. It seems someone wrote a bunch of stuff from different sources and made up that name or person. Wiki also points out that the original source material was altered and changed for example words were reversed and meanings changed in the translation of the Bardo Thodol from Tibetan into English.

Motives for saying stuff like that is not hard to see. It's why ideas of reincarnation were suppressed in Christianity. It's why "masters" die and the new leaders in the community claim they saw his rainbow body floating around. These people are selling a product. They want people to come to them for it and to depend on them for it. They want to claim only they can give it out.

Really it is about ego. Spiritual materialism. Wanting to feel puffed up and important. True liberation makes you more humble, non-judgmental, kind, nice, full of compassion and empathy etc. The easiest way to see if some spiritual teacher is a fraud is to look at their personality. If they are mean, judgmental etc they clearly have not accomplished anything spiritual.
