The Bible clearly teaches that there is a difference between humans and angels.

For it was not to angels that God subjected the world to come, of which we are speaking. It has been testified somewhere,
“What is man, that you are mindful of him,

you have crowned him with glory and honor,
putting everything in subjection under his feet.”
Now in putting everything in subjection to him, he left nothing outside his control. At present, we do not yet see everything in subjection to him. But we see him who for a little while was made lower than the angels, namely Jesus, crowned with glory and honor because of the suffering of death, so that by the grace of God he might taste death for everyone.

He isn't any threat to God and the Bible reveals what his final destiny is. From reading the Bible I have come to the conclusion that God allows him to operate freely as a test for humans, to see whether or not they will be obedient to God. We can see one example of this in the story of Job.

seems odd to me that an all knowing deity would deliberately create his own adversary and then punish the creation for being what it was created to be.
ah well, gods work in mysterious ways.
