Manifesting out of being a walking Snowden?

Ok so. ...I think I continually attract myself to rendezvous with criminal types. I grew up in a distrustful household where mom said We could never trust dad! Over and over. So I am just like the whistleblower Snowden. It is traumatic. I see crime everywhere. I cannot do social work long. Criminals love to act out their misbehavior if I am anywhere around.

So this is so heavily ingrained in my vibe. I am 46. Are my solutions, 1. Find a way to ignore what I see and live with in housing that is criminal until my vibes potentially change and stop attracting them in?
2.Become a cop or other law enforcement?
3. Go live on an obscure island with no other humans and may just continually witness monkey to monkey abuse?

For instance I tried to use the public library bathroom downtown and a person was clearly in the stall shooting up drugs.

I hate to say it, but guy in the stall was there first. :)
maybe you're drawing yourself to these, criminal, energies?
Maybe just allow them to be. Like the guy in the stall. He's not there to hurt you, or anyone else probably.

Well, yes, that happens an awful lot in library restrooms these days. Lots of homeless people, which includes a lot of drug addicts, use libraries as a place to hang out. Some of them do illegal things there, such as use drugs in the restrooms.

What I don't understand is why an addict shooting up in a library restroom has anything to do with you. Did they talk to you or threaten you? Or were they just there, trying to get their fix in private, and giving you no thought at all?

I don't know your circumstances, but I get the impression you're in a very rough patch, and maybe that's put you in circumstances where you're going to be surrounded by other people who are also in a rough patch all their own. Some of them have made some really bad decisions in order to get there, including criminal behavior, and they're still making those same bad decisions. Until you can improve your circumstances, and don't have to be in the same physical environments as them, you're going to keep encountering people like that. That's pretty much a fact of life, and believe me, I know, having been there myself.

However, while you can't always avoid such people, you can decide not to let thrir presence affect you. If they're not directly doing or saying anything to you, there's no reason to give them any attention. Just walk away, and leave them be. Don't give them any thought. The trouble here isn't that you're supposedly "attracting" them, it's that when they appear you give them all of your attention, even when they aren't giving you any attention at all.

Next time you realize there's a junkie in the next stall over, just finish up your business and go, and if you spare them any thought just be glad you're not in their situation, which is worse than your own.

And do not say Merry Christmas or Happy Holidays to anyone or you might get nailed for that, too.
Nose to the ground...usually you can get away with smiling to people....usually.
Leave criminals alone.

I am from an alcoholic home where my older sibling abused me while on drugs. Thus I trigger into much anxiety around drugs or people whom seem to pose any risk to me by their actions.

I am broke and have to use library computers. One cool thing was I had a moment with a very attractive manager.

If you smile on the streets you will invite dangerous men to follow and try to touch or get you to date them? I am wearing a band on my left fourth finger on purpose?
