It's hard to say without seeing the picture and the surroundings. A flash can illuminate off of a mirror or window and cast a shadow of an object that looks like a person or something.
For example, there is a famous picture from a place called the Whaley House in San Diego. Old court room where criminals were tried and hung in the 1800's. Somebody took a photo that looked like the apparition of a ghost hanging from the ceiling. A TV show called Fact or Fiction went there and they were able to figure out that a camera flash bounced off a glass oil lamp on the judges stand and caused the "ghost image" to appear.
If it truly is a shadow of a person, not caused by naturally, it could be that of a spirit who is roaming around. If you have a picture of a shadow person, its best to try to take a 2nd photo in the same spot, same conditions, to see if the shadow shows up again. If the shadow or something close to it shows up again like in the first photo, then it most likely is something natural causing the effect. If you can't recreate the shadow in extra photos, then you might have caught a spirit or ghost on camera. Doesn't mean its evil by the way.
