There can't be a single combination of cards that spells out such a specific answer. There are many cards that say, "Goals are reached," or perhaps a card combination that takes, "Choices must me made," and "Goals are reached." In the latter, it could be talking about a future event that will happen, assuming the person in question is prepared to make said choices.
If a card that reads, "Goals are reached," comes up perhaps in a past slot, then that could have the meaning you're looking for.
Cards have different meanings and interpretations depending on what kind of reading you are doing, and their placement within the reading. Of course personal attraction to certain cards might make them stronger as well.
