Driving ten minutes over the speed limit is a victimless crime, until you hit an animal or pedestrian. Speed laws are for our safety because vehicles are dangerous. your going ten miles over the speed limit and its foggy, wet, to dark or to bright, anything could happen.
Of course many "bad things" are happening all the time, crime, and law, is subjective. and most of the time, when you break laws you dont get caught if they are truly victimless, or you were truly mature and safe about the way you did things. And then, does it even register as a crime in mind?
