Elijah could not have been reincarnated because he never died. Look at what Gabriel said about John.
And he will turn many of the children of Israel to the Lord their God, and he will go before him in the spirit and power of Elijah, to turn the hearts of the fathers to the children, and the disobedient to the wisdom of the just, to make ready for the Lord a people prepared.
Luke 1:16,17 ESV

He didn't say John would be Elijah but that he would possess the same spirit and power that Elijah had, and in this way he fulfilled the prophecy that Elijah would come again.

The Bible teaches that all will be resurrected. That means that all of our bodies will be restored to life. Resurrection and reincarnation cannot both be true because if reincarnation were true each of us would have lived in more than one body. Jesus existed before his incarnation but he didn't have a flesh and blood body so his incarnation didn't present any problems.
