Yup, iv noticed this too sometimes, i think they can see like our aura or guides or something.

i'm not entirely sure what they see, but something piques their interest. But I don't think they would think of it as 'special' the way adults think things are special, I think it just piques their interest for whatever reason.
Anyway I was uncomfortable enough that i eventually started turning my eyes away and found they usually lose interest if you aren't paying attention to them. Off to play with a different toy maybe?
