This is just my opinion but I wouldn't over think the 21 white dove message because it will come to you when you are ready and your mother knows that. Do you possibly depend on her visits too much? Maybe it is her way of saying it is time to accept the fact that she is gone but she will always be with you - don't ever doubt that. Cherish what you have already gotten as so many don't ever get that.
