I had that same problem a few months ago, and it lasted a couple of days. It was very frustrating. Then suddenly it stopped happening. I didn't know what had caused it but some of the things Lynn mentioned might help.
I use Firefox, and regularly restore it to browser default settings (which is easy to do in Firefox) It could be that when that changed it made a difference (?)
I also get a very slow internet connection sometimes, so wonder if that had any bearing on the problem.
Cleaning your system can also help. I regularly run "CCleaner".
