Now that is b*s. People like narcissists, non-TFs and whatever else you mentioned do exist, and they exist with a purpose too: to help other people grow so at some point they will be ready for a healthy interdependent relationship and wonderful lifepath in which they fulfil their Soul purpose.
Most aren't ready for that yet and since we are now going from 3D to 5D at quite the speed people have to wake up to be able to tag along. Which means that 'tougher masters' will be needed, like narcissists and so on.
And you make it sound like everyone is supposed to get together with their TF according to Divine plan. This is not the case. We only need a critical mass to help mankind through the enormous shift from 3D to 5D.
Yes, at some point everyone will resonate and live at a much higher level, but as it is most people aren't nearly ready for that yet.
There's a tremendously large group of people who are struggling to get to a higher vibration. Some of these are in actual fact Lightworkers, the ones who have incarnated on Earth many times and have gotten 'damaged' by these lives so much that they became afraid to step into their Light.
That's why a whole lot of other Lightworkers has come in who barely had lives here -if at all- to help us make it through the shift and to get us to wake up.
Some people have chosen before incarnating to fulfil the task as Twin Flames, because this is needed on the planet AND because their souls are ready for that.
Twin Flames are Souls that are advanced so they are equipped to handle the task at hand without getting stuck in the issues that so many are still struggling with.
That's how you can quite easily spot a wannabe Twin Flame, when you pick up from their stories they are no way advanced. The depth of their issues tells the story.
The not so pleasant relationships like with a narcissist are to help people wake up. Most people leave a narcissist and come out much much stronger. Not all, but most.
These people are not aside of the Divine plan, they're part of it.
