Grounding/working on the lower two chakras gives the third chakra a way to drain its excess, helping your whole body to be more balanced and rooted. You generally just want to work on each chakra successively, starting from the root each time. If they're all balanced with each other, that's often the best way to balance/re-balance individual ones too.

You can do that through meditation, yoga, tai chi, qigong, neigong, panayama, etc. There is a lot to think about with what you're experiencing and what would work best for you. There are lots of good things on youtube and books on these topics, as well as the occasional free class. Try something out and see what works for you.
