In a way this is more common than we realise, twins tend not to incarnate together until they are on their final life.
Although my guides are now chiming in with 'actually they will incarnate together in somes lives, however these are preparation lives, and get the souls ready for the incarnation where they work to be together'
So yes, I think that it is completely feasible that your twin is your guide.
It is a lovely way for the two of you to connect and having a twin as a guide is golden.
