'Measure' .... this speaks to me of ' Kamma '
Judging others certainly has it's place in society, you cannot stand by and not judge certain behaviour from others but I personally think it all comes down to the ' intent ' not the action of judging, do we judge through prejudice or with wisdom..... ?
