I believe the term wanderer was first used in a channeling called the Ra material (Law of One) and means those ET souls who come to earth from higher density (4th to 6th) in order to help the planet's transition from 3d to 4d. According to this channeling, wanderer have already mastered the lessons of 3d and come here as voluntary. Carla Rueckert the channel, was such a wanderer. There are many millions of them right now on earth it's said.
I'm not sure if it's the same or related with indigo or crystal who are said to be born with a higher vibrational tone than normal. I don't know what you mean by reincarnate masters, it's the first time i hear about them.
