You really need to remove the excess sheen from the surface of the cards, using an abrasive. Cardboard on cardboard is best. For example, an A4 (spiral-bound) notepad has plenty room to rub and swish each side of a card across its surface.
Like when you might rub a comb against a sweater to attract little bits of paper, the friction process causes the opposite effect.
