Recently I read or heard somewhere that the Universe will often bring a Scorpio into someone's life to test them for spiritual growth when that person shows interest, or expresses a subconscious readiness - is ripe. Sometimes the person grows, other times they regress - but an opportunity exists for both through that process. I find this idea oddly comforting, as it explains a lot - for me.
