I am not certain on this, but I do wonder--are you merely clairsentinent, as I am? Most people are, and their higher chakras are blocked off, including the crown, which allows divine energy to flow through it until the person chooses to connect.
I didn't start receiving mine until I was fully connected to the Divine.
There could also be some sort of emotional trauma as well that could be 'blocking' your ability to access them so to speak. Perhaps seek out a healer and ask for a treatment.
