Mind and Consciousness are not even remotely the same thing. Consciousness is technically no more or less than "Awareness". Mind is things like Thoughts, Imagination, etc. Consciousness is just the very fact the sensory experience information you recieve. In it's most pure form it is like sheer and utter unbiased and unfettered observation.

Mind is something born from the combination of the abstract Soul/Heart/Essence/Feeling, and Consciousness. Emotions are ultimately just abstract comprehensions. Thoughts, ideas, concepts, opinions, beliefs, etc are all just Concrete Comprehensions, logic is just the same thing as feeling, but refined. An inherent sense for what is true based on strict logical deducations. This is also why Opinion can be wrong. Because Mind is unique to the individual, whereas Zen and it's 2 halves Zanshin and Mushin essentially describe the unfiltered truth. Which is why in every practice the "flow state" always ties in with perfect mastery of something. Because to master reality in any form, means you are unbiased and without inhibition to that thing.

"Acting without thinking" aka Mushin aka Ultra Instinct essentially means that true conscious agency is without Opinion or subjectivity. In order to succeed at something, you have to let go of your personal ego to BECOME. To Embody. This is what Bruce Lee talked about when he said to "Become water. If you put water into a tea cup, it becomes the tea cup. You put water in a bottle it BECOMES the bottle. Water can Flow, or it can Crash. Be Water my friend." He described Mushin as being like a pond of water. It's surface completely still without distraction. Meanwhile it reflects everything it "sees" perfectly.
