Yes I see your point mogenblue. Of course. Well....that is the ideal anyway; that those laws are (or were originally) set up to protect our green spaces, and also to make sure jerry-built structures weren't put up dangerously, willy-nilly, everywhere.
But that's what I mean about flexibility. It should be a case-by-case assessment....and maybe suggestions made for improvement if deemed necessary after building inspections. But usually it never comes to that sort of co-operation.
