Your experience is the most common one! You are probably not unusually stiff if you can reach about half-way your shins. This was my experience when I started practicing. It's true though that some people are naturally very stiff (like I was), but with practice even stiff people can become very flexible. They half jokingly say that the first 10 years are the hardest, then it gets a bit easier. It's a very rewarding practice though, and the rewards will keep you going. In my case, the rewards started to happen after about a month or two (more energy, better mood).

What works well for many people to get started is to take an 1.5 hours class once every 3 days, to keep the momentum going. If you practice once a week, then you are almost starting back from zero every time. But Tobi's advice to do some gentle practice every day also works (if that suits your style).
