I honestly believe that people who say its not set in stone do it to ease their minds and make them feel in control.
Are you aware that there are experiments on a quantum physics level which show that observing something one way, and then in another way, creates the appropriate history, proving that the past is not set in stone?
You may say "this is happening on a quantum level", but quantum theory has no limitations as to the size of an object and its probably the only theory whose predictions have never been wrong. Furthermore there are experiments which have taken quantum effects way beyond the sub-atomic scale.
