Some of the stories I've heard along my path have aliens and/or governments possessing advanced technology like what you've got here. In those stories though there is often an additional aspect, the 'good guys' also use their technology to make 'suggestions' to people (which the people who are being suggested to are allowed to ignore when they want) in hopes that if people decide to follow some of them they might find their way to a better life than they presently allow for themselves.
In some stories there aren't even any bad guys, just good guys letting us believe as we decide we want to instead of according to some overarching principle.
