Personally I cannot see any relationship between for example 11.11 and Jung's synchronicities.
However. seeing 11.11 - 20 times a day isn't possible. With a 24 hour clock 11.11 only appears once - for 60 seconds. Because of all the time zones around the world 11.11 (again as an example) has a constantly changing basis thus providing no fundament for anything peculiar.
It's like watching all the blond girls at a tennis match - they catch your eye and the dark-haired don't stand a chance!
