They are not the same, so don't confuse the two. At least that is what the historical research says, but I've never come across her, so I cannot be sure.

As for Inanna-Ishtar she was the chief Goddess of the middle east and worshipped all over the world for thousands of years, going back to at least 4000 BC. She later became known as Astarte/Aphrodite and Venus in the West and as Durga, Tara and Kwan Yin in the East, where she is still worshipped and much respected. The planet Venus is named after her and is her chief symbol. This is all from mainstream scholars and can easily be checked online.
