Is rebellion against government ever justified?

I believe it depends on the region, the epoch and the state or stage of development of the concrete mass consciousness' sector in question.
Where there is oppression of a kind where weapon is inevitable, it is probably the best thing to do to rebel against the official power with united action of the society, with a certain plan, to liberate from a regimen such as us, when we were under Ottoman rule. There was no other way than to fight our way to freedom.
However, in many regions of modern society protests are just anarchy and useless fueling of a wrong focus. It may even deeper and exaggerate differences. Or maybe it will end as a waste of energy, as for the most part peaceful / democratic structures cannot really be changed by hanging around posters and screaming. Yes, it may help state a message.
But in such regions, where basic goods are available and there is a sanitary minimum, it is best to focus around a constructive project.
Educate the children? Create a project to make them learn to work together in a team. But not for the individual win, rather as the constructive result of joint efforts.
Polluted area? Organise a team to clean up the streets (this is what Greta Tunberg could have focused on rather than protests, it would have been better). This is how we recently helped voluntarily flooded areas to regain their life.
Organising around educative projects teaches people and mostly, youngsters, certain values and understanding of life.
This is how life will naturally change in the future by itself. Raise someone in certain values and the effect of this process will result in benevolent predisposition towards better social structures.
For example, we, Bulgarians somehow lack the willingness to better our architecture. Therefore, many hospitals, post offices etc. are in a poor condition.
Meanwhile, Japanese people have put so much effort into their living places, that, I am sure, they could build a hospital in a week.
Therefore, protests may arise from destruction and chaotic ideas as well. There is no constructive action there in societies that have already reached a rather peaceful state of being. At this stage, it is better to work on changing the mass psychology through personal example.
It always depends on the organisation and the intent behind an action. If a protest lacks constructive demands, it will fall apart as well. This is why it is always good to have clear points of demands if you organise a protest. Probably in France, a country with a huge impact of street revolutions, these protests matter more than in Bulgaria. I mean... here people scream their throats out, may fight a bit each other as football fans, there will be a crowd with a counter protest, and the result will be more garbage to clean up from the streets for the Hygiene department. XD
I mean.... Nobody cares about protests here.
Politicians, especially!

god said he put everyone exactly where they are for a specific reason, and that reason is to better our situation over the long term. That INCLUDES who we might choose to call 'rogue actors' high in the political scene that are creating 'problems' that we don't think we want to face and would rather rebel against.

From the point of view that god ordained everything that is happening for our own good despite the fact we don't understand how that could happen, someone who thought about it might think it wise to allow what is going on to just happen, instead of always fighting to get what one supposes one might want.

The idea of acceptance seems also to be what God asked of his own people, several times. But of course they never listened either. Because it would have meant 'accepting' things one has already decided are 'undesirable'.

It seems to be in the human condition to want what one wants, and then do whatever it takes to get it (while steadfastly avoiding what one doesn't want) regardless of the fact there are always negative consequences to that behavior.
