people can communicate silently, through sign language,
or sometimes with just a look.

examine the "with just a look" idea.
sometimes a situation might arise, and a person can know what is ensuing...
two such people might glance at each other and recognize that each of them
has come to the same understanding. this nonverbal communication amounts
to telepathy.
ideas aren't located within a brain; they exist etherically in the mind.
two (or more) individuals can access the same thoughts simultaneously,
and some can recognize when another has latched onto a specific thought,
through sharing the same energy. to actively "push" an idea into another's
awareness seems more difficult.
