247 and sometimes 9

I see the grouping of 247 or 427, etc. A LOT
9 is often with the three also

can anyone give some idea what the hell is going on?

I see them the most often in phone numbers and licence plates. So much I dob't even think about them sometimes.

But sometimes I just have to stop and break the imaginary 4th wall.
