Justice may indicate one's sense of right and wrong. 4 of Cups may indicate one's reluctance to accept new opportunities, but it may also indicate a positive or healthy mental position for the individual in question.

The individual meanings of these Cards (in basic terms) are Karma and Dis-satisfaction.

However--everything changes in respect to the question that is presented, the Spread that is chosen, the Houses in which they fall, and the Cards that surround them.

The Tarot is multi-faceted--it is as fluid and changeable as the Future (Itself)--which is determined by each step we take and every choice we make.

Peace and Love on the path of your choice...

Justice
*can be cold an impossible to please, but it is controlled and fair
*remember to balance our physical concerns with spiritual growth
*an also mean a judgment in your favor, and that trubulent times is coming to and end

Four of Ghosts (Cups)
* indicates something being offered; options being presented
* be wary of material accomplishments failing to satisfy
* this is a time for re-evaluations
* see to one’s needs first and take one’s mind off one’s work

when you put these 2 cards together, what are your feelings? this should be your starting point in answering your question.

Just my opinion
but cups are always about emotions. the other card is a major arcana & to me, that one is HUGE a wake up, in other words
do not let your emotions interfere with your own judgment/justice.
