It's 25 actually, I believe. That could be an error in the message.

It's to ensure that you're interested in the forum and not just a random chat room. To protect our members from people signing up to either hurl abuse or spam their products/websites/etc.

I don't think anyone is ever in the chatroom though. I've clicked it a couple times and there's always not even one person in there lol
